Is this NA6 CAS dead?

Its not installed in a car, so I’ve tested it as per these instructions:
http://www.rivercityroad.com/garage/cas_testing.htm

Using two 10k resistors to pull the two outputs up to 5volts from a small switchmode power supply.

With the CAS powered up (12volts to the second pin as per the photo in the link), the outputs are always tied to ground, no matter the rotation of the CAS.
(when turning the CAS there should be 2 5volt pulses per revolution for one output, and 4 pulses for the other)

Disconnect the 12volts, and the outputs go up to 5volts

SO, the two transistors on the outputs are functional, however, the optical sensors appear to be dead.

Any suggestions? or confirmation that it is dead? thanks!

Well, I sent it back!

I got a reply after sending it back...

I have inspected the CAS you sent back. It appears the Optical sensor connection internally in the CAS has been severed. The CAS looks like it has been apart before. I did not inspect before shipping so I cannot confirm when this may have occurred. I replaced the optical sensor in the CAS, and re-assembled it. I have tested and confirmed its operation. You will notice paint marks on the fasteners, which is what we do when we test parts. This part is confirmed as a working part, so if you have an issue, send it back, but don’t disassemble it. If it is disassembled we cannot provide warranty. I will send the CAS back to you a.s.a.p.

Hopefully it will now work. Thanks for posting the test procedures.
