na cam timming

is there anyone who can give me a straight answer ,,cam timing marks on my na are very vague ..I can get marks to line up in two positions 1 tooth apart...how many teeth on the belt should there be between the top marks on pulleys ,it looks like 19 works but things dont line up perfectly so 20 works too .

Should be 19 teeth.
Not sure if you have seen it but there is some good info here
