NA8 BP Idle stepper motor/bypass valve.

Does anyone know, for sure, if the idle stepper motor/bypass is fully closed at open throttle? Even very light throttle?
In other words, is it only active (so to speak) when the throttle butterfly is fully closed?
I am specifically referring to an NA8 BP engine.
