Not too sure about the detuned motors your talking about,

I do know that the 1.6 motor was made right into 2000's in the NB8A auto's in Japan.

The Nb6 had 1.6L, not just auto, but manual as well.

sold in a Europe and Japanese market.

The new engine produced 98 kW (130 hp), increased to 133 hp (99 kW) from 1995. The base weight increased to 990 kg (2180 lb). Performance was improved slightly, the additional power being partly offset by the extra weight. In some markets such as Europe, the 1.6 engine continued to be available as a lower-cost option, but was detuned to 88 hp (66 kW). This lower-powered model did not receive all the additional chassis bracing of the new 1.8. Japanese and US cars were fitted with an optional Torsen LSD, which was far more durable than the previous viscous differential.

This is the only info I could find, I dont know if its true though. Might have been only for the EU market.

A point to note that when something is detuned it is usually done by ECU mapping and timing.

If you use your existing ECU the engine should no longer remain detuned unless the engine has different internals..

a few people have looked at doing this before & at least one has done it - take a look at the threads at the following - they should answer your questions:
