There are so many issues with cooling a turbo I can't mention them all here but here's a summary:
- fuel
- airflow
- coolant flow, restriction, steam point etc
- radiator design
- intercooler design, size, core
- water pumps
enough?
From what you describe, I'd say it's too lean and needs more fuel. The oil cooler might seem like a good idea to be attached to the radiator too but all it's really doing is adding a heatsoak to an already over stressed component. Can your ECU datalog? If so, see what factors are evident when it does get warm. If not, trial and error testing is the only way to find out.

oh yeah, forgot about this thread on the miataturbo forum...seems like there might be some competion for the BEGI and Qmax re-route.

Mines the same as most of those - re-routing the water via a aluminium pipe from the back of the head back to the front and straight into the radiator. I used a datto 1600 thermostat housing and some 90 degree radiator pipes from stoopid cheap with some 32mm aluminium tube. Of course, I have no heater to worry about either.
Can I suggest you make sure you ECU is adding fuel via temp compensation maps - I have had great success with lowering cylinder temps in high heat situations this way. Comparing any other car to yours is a waste of time - every one is different. The reroute will probably help but it's often just part of the solution.
