When I got my NA the shift was pretty ordinary as well. I changed the gearbox oil and the shift is heaps better. I used Royal Purple synthetic oil, Redline is the most popular and is a very good product.
Sasso has mentioned the timing advance and it is worth doing, the other thing I found on mine was there was excessive slack in the throttle cable may pay to check that as well.

Absolutely no power below 5k sounds like a crank issue. Mine was absolutely gutless due to the cam timing slipping.
Does the main pulley wobble at all?

Ouch - sorry to hear that.
I was in the same boat a while back, and got away with spending a lot less money for a reasonable fix.
I picked up a short nose engine off a forumite, and swapped it myself. Took me a while to do, but came in well under $1000 if I charged my labour at $0/hr (a pretty fair price).
