Oil smell

Greetings Humans!

I've been getting oil come up through either the valley studs or the plug caps for a couple of months now, and it's starting to get worse - so I've decided it's action time.

Now, the engine is over-full of oil (just above the "F" on the dipstick) - It didn't worry me when I did it, I knew oil was coming out, so figured it would sort itself out sooner or later. The engine is still over-full 1500k's later, so it's not losing oil fast enough to "sort itself out" - should I drop some out of the sump? (I figure over-full + revs means it has to go somewhere)

I pulled the plug caps (or whatever they're called) out and they're covered in oil and made an amusing "schlock" sound when I unplugged them, and they dribbled manky looking oil everywhere (oil in the sump is 1500k's old and a nice honey colour still) and I can see oil getting around down in the head. The caps have been wound up in what appears to be electrical tape. I don't know why. The oil SEEMS to be coming out most around #3 (or through the breather hole in the cap, because the flange at the top of the cap is oily as well) but I can see #1 and #2 have has some small seepage, and #4 probably does too, but it's down-hill from #3, so it's a guess.

In addition to that I'm going to be replacing the cam cover gasket as soon as I've worked out what the front guard is going to cost me (see garage, a crumbledore got me) because my research tells me if that's gone off, or wasn't installed correctly we'll end up with oil in the plug wells.

So; questions:

1) how do I get rid of the oil that's already in the plug wells? (or will that be more apparent when the cam cover is off?)
2) what else should I be doing while I've got the cam cover off (CPS seal, etc - remember, limited budget and :DIY: )
3) am i actually on the right track?
4) should i drop some oil out so i'm not over-full?

It's pretty common for the rocker cover gasket to get hard and brittle.

A new one is around the 50 mark. Buy a genuine one though...less trouble in the long run.

Cas oring may as well be done while the cover is off also.
