NA6 Cam Belt Replacement
I need to remove and clean/replace the HLA's on my NA6, so I will take the opportunity to replace the cam belt at the same time. As I have the short-nose crankshaft, I want to disturb as little as possible. Is it possible to replace the belt without removing the crankshaft pulley?

From memory there was a cover that could only be removed with the pulley off. There are a few guides on miata.net

I'm pretty sure the short nose you do not have to remove the pulley gear.
Only the long nose has a cove that means you need to remove the pulley bolt..
In my opinion, I would take it apart and Check the keyway.. Then reassemble properly..
But I do understand the worry you have.

take it apart, clean the rust out of the hole in the crank clean check the keyway, replace key if worn locktite and tighten very tight. problem solved, also do the water pump while your there.

if it's noisey hlas causing you to do this then try 'nulon lifter free' if you haven't already.
for the effort involved in removing & cleaning hlas, let alone replacing timing belt, water pump & crank seal, you might not get the result you hope for.
of course, if you've got 100k kms or multiple there of on the speedo & belt etc have not been done, then go for it.

I've bought new HLA's to fit as I'm not sure of the condition of the existing ones. Is it considered necessary to replace the crank pulley bolt and key if I remove them, or is it OK to just clean and replace them, provided the keyway etc. is OK?

Best to get a new bolt, key, & Loctite.
