The central / uppermost screw adjusts the assembly DOWN turning clockwise (CW), UP if turned counter-clockwise (CCW).
The offset / lower screw adjusts INSIDE turning CW and OUTSIDE turning CCW.
Being an assembly I would expect the high beam to adust with the main beam adjustment.
The (US) manual indicates the car should be 3m (10ft) from a vertical wall. (Thats it!!! - pretty poor as it should at least give the height measuremetn as well...)
I assume that one marks the centre and height of the mains on the wall and adjust the mains about 75mm (3\") down from that centreline - this seems to be the norm from what I can gather on a number of sites on the 'net.
For interest, the fog lamps are adjusted CW = DOWN and CCW = UP.
