It is a white paste that comes in a small tin and I just apply it on the lights rubbing it in with medium force and polishing off shortly after.

Another good product is Mother's Mag & Aluminium polish. It is not bad for polishing wheels but I find it is very good for removing scratches on head lights & tail lights and also bringing same back to a glossy finish. It's probably not meant for this but it works.
