Pretty sure they need to be a certain grade to be considered legal too.
Years ago when having a car engineered the engineer wanted paperwork to show the bolts we used for anchoring seats were up to standard - From memory it was 'grade 8', and related to the strength of the bolt in an impact situation?
I know you'll unlikely ever get a defect notice for having the wrong ones (who'd know?) but you've gotta assume the rule is there for more than an arbitrary reason...
I'd spend the extra few bucks just in case.
