I have one also.
its a old 90's style CAR ALARM.
Mine even has a bonnet lock. Which i am way too terrified to use, in case it never unlocks.

haha yeah I've been scared to push it in, just in case it locks my car up or does something in turn making me screwed...

Let's just say I didn't know what an enema tube was before this thread.. But I suppose it's safe to say I do now hahah

I don't believe it's a flare of some sort, seems more like some sort of locking device..

I was mucking around with it one day and I noticed if I slightly touch it or move the top bit with the key barrel insert thingy, the engine idle drops and almost stalls..

It wouldn't be some sort of vacuum lock would it?
