I don't think I ever managed to get them apart, looking at the photo's the upper half has an indent in it about halfway through, I think this fouls on the rivet type things on the ends stopping it.
Legality, well I think they are ADR approved, either way everything needs a certificate to be "legal".

They aren't ADR approved, cause they don't have an ADR sticker or anything on them, they are however are FIA approved.
But as said, doesn't really matter if they are ADR approved or not, if it's not engineered you will still get screwed over.
