I had headroom clearances on my NB race car. It had a full cage but I am 187cm tall. I ended up cutting the floor away and re-locating it lower in the car to get the seat down far enough to satisfy CAMS. The chassis rail was about 19mm deep at the shallowest point. Depending on your height, I would look at taking the standard seat mounting points off and getting the seat as low as possible and see where you end up
