I know what you mean but the seller should swap the plates out for standard plates before the car is sold if they want to keep the plates. By the time the buyer picks the car up, it should be complete and ready for the buyer to take ownership of.

Sure, if the seller wants to reuse personalised plates or plates of significance to them.
However, if the seller doesn't want their vehicle leaving the state or territory with standard plates of no significance to them, but which are in the sellers name, some sellers will insist on removing the standard plates of no significance to them, thus rendering the vehicle effectively unregistered, hence the requirement for a UVP.
