If it is a Momo wheel then a standard Momo steering wheel boss will be needed, plus a horn button, and from the looks of it the 'spring'. The spring provides continuity for the horn electrical connection while the sterring wheel turns.
A wrecker, such as Allmaz in Clayton, Melbourne, or MX5Mania in Sydney, of MX5Plus in Brisbane might be able to help.
Or try Rupewrecht on the Astina GT site. He gets a lot of Mazda stuff in from Japan, a lot of it is fairly rear now.

Having another look at your vandalised steering wheel it might be possible that there is just a plate and the horn button, and as part of that, the mechanisim for the horn. But not having worked on that type of steering wheel I cannot confirm either way.
Hopefully someone with a bit more knowledge will be able step up to the plate.
